We don't know the mechanics storywise. The fundamental reason for the requirement is some drama obviously. If Eren could just hold Historia's hand and freely control the coordinate, they'd win already.

Instead Eren is being put in a position where he either has to risk everyone's lives by doing nothing to unlock the coordinate, throw away Historia's future by turning her into a titan, or take an enormous risk and attempt to infiltrate the enemy nation to get his half brother, the already titanized royal. On top of that we get the added layer of Eren keeping this a secret from everyone the last time we saw him before the timeskip, along with the potential drama of how other people besides Eren may choose if they found out what he was hiding.
