I'd spend most of the budget on a long adaptation (at least 40 episodes) of the Dark Tower series. I'd ask Shiro Sagisu to get his shit together and go back to the kind of music he made for NGE. Production would probably be handled by Madhouse.
Jouji Nakata or Fumihiko Tachiki as Roland, and Shinichiro Miki or Sho Hayami as Walter.

Then do stuff like Haruhi S3, Index S3 + S4, maybe Konosuba S3 and Despera.
Then adapt manga. Tell Madhouse to make Eden less edgy and focus more on the cyberpunk aspect. Give Karakai Jouzu no Takagi-san to Kyoani. Maybe try to see if Punpun could be adapted but probably not. Also fund Angel Densetsu and Fire Punch adaptations.

Basically. For an example of something that cost more, the GitS SAC franchise is known to cost twice as much as normal anime. And this was during the anime boom when the studio is assuming they will earn extra from the overseas market.

As far as we are aware 2.5 million per cour is how most anime costs, and the quality depends on the studio. KyoAni doesn't charge more than usual, but they have a full schedule so it is hard to get a booking that isn't 2 years in advance.

And this is just a rumour, but it is claimed that SHAFT had NEVER refused a job offer. And that was allegedly the reason why they tend to fall into time management problems trying to juggle multiple projects.

Licensing agreements, brand names, and getting a studio to dedicate only its best hands to a project. You wanna make an anime worth 1 billion dollars, when that could make so many individuals? You want a long anime, a couple seasons so around 50-odd episodes, and a big brand name and a big-name studio.

Therefore, a Transformers anime created by Studio Trigger is the only good choice.

I'd dedicate a large portion of the budget to animating both eastern and western classics, starting with the oldest (epic of gilgamesh or parts of the mahadbarata) and working forward to (and ending with) Lolita. Hour long episodes that release monthly. Production would start a year or longer before airing to stay consistent with quality and airing.

Budget wouldn't be to buy the most expensive people in the industry and make the anime look "sakuga" for no good reason but rather to handpick a studio, staff and cast perfect for this project.

Not a single cent wasted, what ever doesn't go into funding the anime would go into distribution and licensing to spread this show everywhere else reasonable that isn't Japan.
