FLFL was oddly executed in a few places. Episode 6 barely has any relevance to the plot (beyond speculation) despite actually being one of the best episodes.
The series was re-routed to be plot-centered at around this point, so having an episode so irrelevant is a big flaw. If it stayed with the same structure as the first few episodes, with a very loose sense of plot, then it would be perfectly fine.

Not the best of 2016, unfortunately. Big letdown.

People usually come to anime because it's cool, or violent, or in some other way different from the types of cartoons they're used to. And as such battle shounens are usually popular with anime novices. Space Dandy's problem was the inconsistency due to the episodic nature, which was the point of the project. It was mostly to allow directors to do showcase their stuff, much like what The Hakkenden did 25 years previous. It was hit or miss because of that, because that's what always happens when you throw a bunch of voices into a project instead of sticking to one coherent vision. Compared to Ping Pong, Shirobako, and Rage of Bahamut, it doesn't hold up as well. Space Dandy is a lot of fun, but the inconsistencies doom it from a critical point of view.

Even since 2012 it has been going downhill. This year isn't looking very promising either. I have been feeling recently that there haven't been any truly big and memorable shows like from 2010, 2011, or 2012.

You're right, first half of the decade was loaded with instant classics - K-On, Tatami Galaxy, Madoka, Steins;Gate, Hunter x Hunter, Psycho-Pass, Shinsekai yori, Attack on Titan, Kill la Kill, Space Dandy, Ping Pong, Shirobako, One Punch Man.
