We already had Frieza revived, it'd be interesting to see the other big bad. PLUS he'd get to interact with 17 and 18.
He also seems like a villain that could be reasoned with. He was all hyped up on his power before, but getting killed and a spate in hell might give him a different perspective.
His saiyan blood would also make him crave to fight strong people in the tournament.
