It honestly depends on where in the series we are. Early series Shinji is a massive pussy and probably wouldn't even fight back against Asuka very much, who would of course be very confident in herself at this point. Late in the series though, it's Shinji who has gained some confidence and determination and subconsciously dislikes Asuka, and Asuka is mind broken for the most part and may not even fight back much. End of Eva is a tossup, Asuka both gets choked by Shinji twice but also acts like a way bigger badass than Shinji ever dreams he could be when she fought the Mass-produced Evas.
