Not neccessarily, arranged marriages have been a thing for a long time and people can be quite happy in those arrangements. I think if you meet your future partner at a young age, while you're still inexperienced then you're not gonna think "what if there's someone better" because you've never been with anyone else and you don't really have any comparison. The search for "the one" is basically a product of being spoiled for choice.

Society would probably be happier if the government could do that. And if people had a more realistic expectation of marriage.

First: people who marry via attraction tend to make awful partner choices. And usually, the most attractive person is not the best marriage partner for you. Look at Angelina Jolie and Brad Pitt. Or Amber Heard and Johnny Depp. 4 super attractive people which had marriages that didn't work.
Second: many people nowadays have a history of having too many prior partners. They end up becoming unsuited to monogamy, leading to miserable breakups, etc. This also hurts the children of those marriages who end up psychologically hurt (more so if their parent ends up having a carousel of step-parents).
Third: people tend to place too much emphasis on sex.
Fourth: unrealistic expectations on what marriage is good for. What most people call love (infatuation) tends to last on the average 1 year and at most a couple of years. After that, infatuation cools down and a different kind of love appears. Some people that are addicted to this infatuation end up leaving their partners and looking for someone else to get infatuated with. Serial divorcees are like this. Marriage is not something that will give you happiness. It is something that is good for raising children and having someone who will be your partner. People who expect too much of marriage end up being unhappy.
