Nah, Level 5's have plot armor as their secondary ability. As much as Hamazura should have kicked her to the curb instead of inviting her back in, he realizes that killing wouldn't be okay. Mugino has the problem of not having a bunch tricks she can do with her power. With Accel and mikoto they just pull new shit out of their ass.

With Mugino in order for her to have a tough fight her opponent has to be able to handle her beams and since she doesn't have any other options she usually has no way to win. Plus she played to be stupid in a fight. If she was allowed to do more shit like Silicon Burn and making her beams into shapes she could have an interesting and tough fight.

It's because she can't survive her own power going full blast. Mikoto can ignore electric shocks while If Mugino is actually within range of her own power being used as what she is capable of she outright dies.
One example to think of is that the RL physics that would be involved in making a theoretical working lightsaber involve magnetic fields so strong that they outright kill/fry the brain of anyone standing nearby.
She is a level 5 that can't use her own powers at lv 5 so she's effectively at lv 4.5 like Awaki.
