Because the characters in JoJo are a lot more detailed and they have the manga to trace panels out of. Plus a lot of people like JoJo for the posing so they can get away with a lot of still shots.

I haven't watched JoJo, but Bento used a lot of tricks to make you think it's animated but it isn't. Basically It looked really good despite not a lot of work needing to have gone into it.
