There are several characters in To Aru who are stronger than him, and dozens and dozens of characters in other franchises stronger than Accelerator. Accelerator is basically just the "starting line" for determining if someone is badass or not.

Mazinger Zero is debatably the strongest as it has the power of everything it's every inspired and can (and has) destroy existence itself. It also has a shared consciousness with Kabuto Kouji.
