Thrawn's never an irresponsible deluded madman but he was actually originally conceived as one (it was passed onto C'boath).

Interestingly, one of this year's Hugo Award finalists has a (technically dead) military specialist who is supposed to be an irresponsible deluded madman driven mostly by his emotional insecurities and there's a female ("I never betrayed anyone") Char clone in Seth Dickinson's Traitor Baru Comorant.

When I say he's Char like I mean that he inherits some of those machiavellian tendencies. Gambits, too that are especially highlighted in some Char clones like Lulu and some of the more ironic/amusing facets like wearing a pair of sunglasses and getting a haircut as a paper thin disguise.
