The main culprit, believe or not, was Tomino. Zambot 3 and Mobile Suit Gundam were deemed as too violent. It was because of those anime the flags were raised (and that's why posterior anime shows between 1980 and mid 1981 were very watered down shws compared to former series. God Sigma, Tiger Mask II, GoLion and Trider G7 were the main affected series by that.

But then Urusei Yatsura came in and the concerning issues wshifted from the violence to other things.
