I agree their exact degree of involvement is unclear but I see no objective reason to default to the option that involves them the least when it clearly wasn't just "drunken skaters doing crazy shit" unless you count that as several ideas and SayoKubo are obviously far more heavily and directly involved in events like this one than, say, the average mangaka in a drama cd or stage event skit of the anime adaptation of their work.
How crazy it is is irrelevant considering the actual anime had its fair share of wacky comedy scenes and everything remains canon-compliant, and irrelevant to the main storyline != not canon.

Seeing as this contains no significant new information aside from gook being a slutty drunk it's not like it matters if you ignore it anyway, though I'll point out that even merely approved official material is supposed to be in character.
