Second, anime is an animation style, not a medium. You can have an anime movie or TV show or video game, just like you can have live-action or western animation tv shows and movies.

And third, it isn't actually that much more common. The internet likes to depict Japan as a strange pkace where strange things are okay. Which is true but exaggerated. If you actually do look at some non-anime titles, you can find a ton of incestuous things. Gladiator, American Horror Story, Game of Thrones, It's Always Sunny in Philadelphia...

You need to watch more Western soap operas.

Not sure about the Game of Thrones TV show, but in the books the relationship between Cersei and Jaime, or any Targaryen couple isn't really depicted negatively. Sure, it's still seen as taboo in their society (unless you're royalty), but I didn't get any moralistic vibes coming from the authors.
Of course Cersei is a manipulative bitch, but that's a problem that goes beyond blood relations, and Jaime genuinely loves (or loved) her, for the better or the worse his feelings are pure.

Anime/manga in general is more open to / deeply tied up with niche fetishism in general (at least in the mainstream) than most other media, so that provides an environment for this sort of shit to grow. As far as I know, it technically started with Tezuka, but as just a minor entry in the long list of fetishes he occasionally touched on in some way, and then the 24-gumi and some other shoujo artists really pioneered it, and then Adachi (who had been doing shoujo manga) brought it to shounen manga with Miyuki, and then it was forever entrenched.
