Conscription historically goes hand in hand with governments where legitimacy hinges on being "the people's government" (communists, whigs, populist dictators, democracies), works when meta-warfare favors quantity over quality. Feudal systems on the other hand have a warrior elite, what Reinhard rejuvenated. Works when 1 warrior is more than a match for 100 yeomen, making conscription worthless.

No. Pretty sure that practically the entire empire loved reinhardt and there was a surge in military applicatnts. Secondly, there is likely little need to draft with the state of space war. While battles are costly, they are incredibly infrequent compared to modern standards. The war in LOGH is highly regulated and controlled. Also considering the massive population of the Empire I am doubtful that they ever faced a strain in troops. Reinhardt cared about his image and a draft would have made him look bad.
