Nah, there's differences between artists. Compare Okazaki Kyoko's thin lines with minimal screentones and model-esque people to Higashimura Akiko's stuff.
What gets me is how different josei/shoujo's paneling is from any other type of comic.

Shoujo fees more detailed, but less expressive. If you look at a typical shoujo romance there's a lot of standing shots and the faces aren't pushed. Which is fine for the type of work they're doing I guess, but feels like they're less human.
I can't really say the same exactly for other genres in the demographic, since they at least to to make the characters have, well, character, but they also feel a little static to me.
