I agree, but not with the episodes 1-18 part. Anno left at ep 13, and the story started to lose focus before then.
Kare Kano eps 1-11 are a perfect 1 cour shoujo romance story.
Kare Kano eps 12-26 are a collection of weird recaps and side stories that expand on the characters somewhat but aren't necessary viewing.

There's some more leeway than just "the main story ends at ep 11", I was just using that as a general cutoff point because ep 12 starts a big side story invoving a character who had previously been minor. There's some good stuff in the 2nd half, eps 13, 16, 18 and 25 are fantastic, but they're all side stories that focus on minor characters or just explore backstories. The romance between the two main characters mostly isn't advanced after episode 11.
