The more I think about it, the more 17 being on par with Goku makes sense, and actually might fill a major unexplained plot point back in the android saga.

People think about the 17 and 18 as androids with set power levels that can never improve with training, but they really are cyborgs who can benefit from training. Not only that, but they literally have an infinite power source inside them.

Going into speculation, too much energy and their fleshy organic parts would probably pull a Yakon, so there must be some sort of limitation on how much power they draw on at any instance of time. unlike normal humans, their biggest limitation isn't energy generation but their own body's capability of handling the generated energy. Training would probably allow them to increase the amount of energy they could draw upon from their energy source.

As to how this'd explain a plot point, Future Trunks mentioned main timeline 17 and 18 were even stronger than future timeline's 17 and 18. If future 17 and 18 never learned they could regulate their own energy generation and just left it at Gero's default, it'd explain the disparity.

That's kind of an odd idea to think about, that like how the Zenkai boost unlocks latent ki in the body and the boost can range depending on the damage. The boost from Super Saiyan can kind of 'unlock' the ki, rather then just being this supreme boost. Eventually the multiplier from the transformation just starts becoming less and less as they get more accustom to the state and train their bodies. None of what you said makes any sense.
First off, by all estimates, when we see Uub fight at 10 years old he's displaying an unskilled power level of something close to android 18 vs the kids in the tournament.
Goku specifically comments on his lack of training, so it's hard to tell what his true power is. Remember that when Gohan had a power of 1307, but could only use it when he got super mad. A year later, he was basically operating around that power normally, with his power ups being twice that.
Uub needs to learn how to USE his power to raise his PL.
So if he's pulling off power similar to trunks and goten without even trying then it's pretty reasonable to guess that his max power at that time would be a few times higher (which is why Goku was on the defensive).

But furthermore, GT power levels are basically post-Z, ignoring super, because it wasn't written yet.
in GT, Uub's power started as pretty high, considering he did a fair job against Baby Vegeta, who was functionally like a SS3 Vegeta (maybe more), it put his power before merging somewhere around Majin Vegeta's level.
Then after merging, he was probably almost back to kid buu level (he let himself get turned into chocolate on purpose)

We have no way to compare SSB to SS4, considering the way each of them works, and the rather limited amount we've seen. SS4 may seem fairly weak, but then when you consider that it's a physical transformation that can override dragon's wishes, and that it seems to have stamina on par with SSB, it's a lot harder to gauge how strong one is compared to the other.
