It's literally the opposite, yes he knows how to function without one but he was a fucking wreck back then specifically because he didn't have a quirk. Deku is going to be freaking the fuck out for a good period of time about the idea that he might lose his quirk and go back to being how he was before.

That's what this arc is going to be about for him, realizing that it's not just his quirk getting stronger (and him getting better at using it) that has made him a better hero. That he is stronger and more heroic quirk or no quirk is something that is going to take a while for Deku to realize.

I guarantee that when he first hears about the villains having a weapon that can eliminate quirks Deku is going to become terrified of even going outside out of fear that he'll lose his and go back to being a loser. Another character will have to remind him that he's not that weak, frightened child anymore and that even without his quirk he never will be again.

It's a pretty classic storyline honestly.
