You can see that Kyouko and Sayaka still have their rings, and Sayaka tries to use her powers, but you can see that Nagisa for example doesn't have a ring anymore, and Homura says Sayaka has a second chance at a normal life. Homura also says she's going to use the Incubators to deal with the curses in the world, which still manifest as wraiths.

I've been reading Madoka's novel I haven't finished it yet, but in the first chapters, even though Madoka has a "perfect life", she complains that there is nothing special in her life; she envies Sayaka's spontaneity and Hitomi's intelligence, so, when Madoka becomes a god to save all magical girls, she finds her meaning of life, and imo Homura took it away from her.
I know Madoka said she never wanted it and everything I read in this thread makes sense, but in the anime's time line she's a different person that watched her friends dying and wanted to save all magical girls from this fate, and there, she was ok with her own fate; so, imo Homura didn't understand it and "saving" Madoka, she is killing her dream.
