I've never gotten the meme that any emotionless female character with light colored hair is a Rei clone. I understand both might use a similar archetype, but at the same time, regardless of which character comes first in these comparisons, more often than not it's just that they are separate characters that share some commonalities, sometimes for similar literary effects.
