If you're referring to the specks, they should be removed with moderate scrubbing, careful not to scrape paint away or leave strokemarks through paint/external surface erosion.

If you are referring to the blot of material seemingly molten by a pen, then you may sand down, apply filler, sand and then repaint.

That defect could have been caused by a sprue during injection, deemed too minor to fix. Something during the molding/removal/handling could have caused it during a time of higher temperature.

Plastic putty is best, however any sort of filler material will be fine if it cures well enough for sanding/repainting.

I just think a lot of times they make a character generic by throwing their design into the close and pulling out the stereotypical maid outfit, wedding gown, swimsuit, playboy bunny costume, etc.
