There are dozens of LN and hundreds of WN without RPG mechanics. Instead of whinging look for something.

Hell, Knights and Magic is getting an anime and that doesn't have RPG mechanics.

The only exposure to fantasy literature most people born in the 90s and later have received comes from RPGs. And so when they try to create a fantasy story they end up creating a JRPG instead.
