I think you're confusing canon and lore
Canon has Cabba, and the general populace, not knowing about SS. But that doesn't mean no one knows. Cabba mentions their king is quite strong, and is like Vegeta.
Two, LSSJ canon is a HILARIOUS statement and I think you should rethink using it
three, I don't know where you are getting the idea that Brolly went SSJ as a child. Broly always had the ability to bulk up and enter a false SS state, that's true, but he clearly isn't a SS until he's an adult. It's specifically his power as an adult which makes Paragus scared enough to use the device to lock his power up. Even then, he bulks up before the device is activated, but it's nothing like what we see against Goku. It was far closer to what Trunks used against Cell.
USSJ seems to be a fairly recent form, most likely unlocked specifically because of Goku.
That being said, it's been something like a year since Cabba became a Super Saiyan. The idea that he could find another saiyan capable of going SS is pretty high.

The whole scene is colored pink due to lighting, but his hair is obviously SSJ1, as his eyebrows and eyes are shown to be very different colors. This is, most likely, the point where broly went SSJ the first time, caused Paragus to freak, and then go get the device to control him.

Yes I do have a reason. A multitude in fact. Starting off with why I don't like the U9 trio:

They look too feral, in particular their eyes - they seriously just look like the random encounter werewolf / panther creatures from Dragon Quest. As a result they just come off as complete throwaway characters. The digitigrade legs just adds to that: Standing bipedally on digitigrade feet is just really awkward and doesn't work - it feels more like a design floor to me than anything else. The more biased side of me which is personal preference or just from my time and experience on the internet, stems from disliking foot fetishes or more accurately, paw and pawpad fetishes - this is just mostly from the fact I like my characters to not be barefoot, and to wear clothes, and from having been around too many furries who constantly won't shut up about their foot fetish. I try to pretend I don't have a problem with it but honestly do.

Onto their characters - I hate selfish, manipulative and arrogant characters, It's obvious at least Toei were trying to portray the trio like this. It really comes off as if though the reason why U9's Mortal level is so low is because these 3 assholes ran rampant around their universe, supported by their Kai, Rou, causing mass genocide and murdering many of the civilizations in Universe 9. I totally call bullshit on Bergamo saying "We could've lived in peace". More like we could've gone back to our own Universe to murder more innocents. True it's retarded headcanon but they REALLY come off that way to me.

I am a massive altruism and ningen loving faggot after all, which is why I enjoy butting heads with zamasu fags.

As to why I like Smugpup despite the only screentime he's gotten is a really smug face that appears for less than a second that you want to punch? Again, a weird personal reason. Aside of the fact he doesn't look as feral as the U9 trio, he's got a facial design that's easy to draw humanoid expressions on that's easier to relate with.

The other reason which is a bit more out there and completely baseless, is that one (well two) of the characters I designed for something else looks vaguely like Smugpup. It's the slitty eyed expression and the goofy fuzzy big ears. As a result it FEELS like I've known this character for much much longer when in fact he's nothing more than an image so far.

That's really just it - familiarity with something I already know.
