Because its sole purpose is in being cute, and so it's very likely to fail at that. The characters every action is to try and make them endearing and adored and it just comes off as saccharine and samey and generally forced, like Ewoks.

He's a better Giorno to me. He's quiet and withdrawn but intense and passionate, and his care and compassion for his men and other people is obvious. He's the one who uplifted all of the gang-members from their bad situations, he's the one who constantly risks his life and safety the most, and he's the one who sacrifices himself in the end.

There are also a lot of interesting contradictions in him too - he's obviously very kind, but he's one of the most ruthless characters when it comes to his enemies, and he slapped the shit out of Narancia to try and protect him when he said he wanted to work for him. He didn't really understand Trish and she didn't like him for a long time, but he went out of his way to protect her no matter the cost. He's a loving and dedicated son who made the premeditated choice to lurk under his fathers bed with a kitchen-knife so he could murder two grown men without blinking when they threatened him.

And he's also got a really cool stand and style, too.

Dress the actor playing the Stand's owner as the Stand, have them act in front of a green screen and then rotoscope it.

Full animation wouldn't work, CG would require a Disney-tier budget with GARO-tier people and therefore rotoscope would work the best at the best cost.

Not to mention that the fuzzy nature of Rotoscope would make any editing weakness look intentional rather than lazy.

This is wrong, right? King Crimson can't erase Bites the Dust just because he erased the time in which it detonates. BtD would already be inside Diavolo once he discovered Kira's identity. KC's time erase doesn't make Diavolo immortal, it just makes him the only free agent in the 10 seconds he erases. But the problem is that Angelo's fight is what directly leads to Keicho's fight since he is the one who talks about the man in the school uniform and the arrow.
And there is no fucking way Yukako of all characters is going to be the final enemy in the movie, especially since apparently the movie changes up her fight a bit so that she becomes an ally sooner.
Maybe what could happen instead is that Angelo happens, and then Yukako, and THEN the Nijimuras, thus ending the movie with the introduction of RHCP.

Alternatively:

To be honest Part 5 was a learning experience for Araki, coming off the coattails of Part 4's originality, it's basically an angsty Part 3 which is what made it popular in the first place. It taught him that making everything hardcore and full of drama is pretty to look at but starts to lose substance when the entire Part is nothing but nonstop fighting. I could say that it probably helped with his depression and burn out, why it took so long to get back to the swing of things during 6 and 7. JoJo isn't post-shonen, it's old-school shonen. It was hardly trying to subvert anything (there was hardly even anything to "subvert" back then), it was just trying to find it's own space as it was released alongside the likes of Slam Dunk and City Hunter and it was doing shit no one else was doing. Araki himself was a huge shonen fanboy.

It only seems subversive today because the genre had a huge shift in the later 90s (by this time Araki was halfway into transitioning into seinen) and shonen is now heavily associated with oversaturated kiddie shit.

It's like how you have to separate and discuss animated movies under the "animation" genre even though animation is not a genre, but a medium.

Relatively speaking, Naruto, Bleach and One Piece constitute a pretty small part of SJ's history. Shonen has been a thing since the late 60s/early 70s and all of these are barely a part of the late 90s (Bleach started publishing in 2001 even). They are popular, sure.
