Some directors were worth the artistic freedom but some could be complete eyesore. Kiddy-looking colorful shows sometimes turn out to have surprisingly profound stories, but Tweeny Witches had a gloomy palette and experimental direction containing a halfway thought-out story and mediocre characters.

I just finished watching this recently myself. I only found myself noticing the random cutting towards the end of the show; perhaps it was a funding thing? Irrespective of that, one thing that bugged me was that it seemed that several times throughout the show there would be significant deviations in style, most noticeably in the character art. I still enjoyed it, but it was kinda weird to see the fluctuations like that. My guess is that watching week-to-week rather than several episodes in a row would minimize the effect. Other than that, I thought it was a pretty fun show. Not amazing, not terrible, but if nothing else fun to watch.
