But that is true. Asuka in NGE was a character that had no positive development on screen, and the only development is the one fans self-insert into it. Asuka's only development is her superficially getting worse, but the core of her character never changes, that's sort of the point of EVA.

Shinji has small incremental breakthroughs in relating with others until he gets punched in the face, and Rei also moves forward until she's killed, and then she moves forward again. Asuka is supposed to represent stagnation and escapism.
