I'd say that shows considered garbage today are at the very least banal, whereas a lot of works from the 80s are outright BAD, cringey, or otherwise unwatchable. And I'm saying this as an ancientfag that was watching that stuff in the late 80s and into the 90s while it was still reasonably fresh.

Nobody wants to risk the high budgets on something that might produce dross, is what. Just look at fucking Hollywood, man - they're so fucking scared of taking a risk that all they do is remakes and fucking Marvel movies now.

I read somewhere that OVAs came about because the demand for animated entertainment was so huge in the 80s that the regular TV seasons just couldn't satisfy it. The endless ocean of cash that used to exist and drive that stuff is either lesser today - or, they have figured out that they can rake it all in with half the effort. And/or they have "formulas" now that reliably drag in the income; witness the other dude's comment about even bad shows now just being banal. It's more reliably not utter shit, but because nobody's swinging for the bleachers anymore we never get anything really good, either.

Honestly, I wouldn't be surprised if the budgets for an OVA and a single-cour TV show at the time weren't terribly different in some cases; it's just that with an OVA, you had more resources to pour into a smaller episode count and much longer between episodes to do the work (remember, each episode got it's own VHS/LD release that was 6+ months apart).

There was a wider variety of genres represented to be sure, but is that a function of "letting people do what they want" or that the audiences at the time had broader tastes that they wanted to have satisfied? Don't fall into the fallacy of thinking that things were better then because studios allowed all of these free-thinking creatives to do what they pleased all time; that's probably the case for some OVAs and films, but at the end of the day the anime that got made got made because they felt they could come out with a profit after a few years, no different than today.

OVAs today probably seem like shit to you because the business model for them has mostly changed because of how cheap and fast computers have made animation production. I bet you the likely return on investment is higher with a more cheaply produced single-cour TV show than a super expensive short OVA. A TV show has more time to tell the whole story and can avoid the usual continuity pitfalls, truncations, and rewrites needed to smash a big story into an hour or two; it's easier to merch out a longer running show with more characters and stuff than a short OVA. OVAs now are more like omake shorts for current shows than anything else.

You can find all kinds of articles from Hollywood TV show and movie writers about everything has been winnowed down to one or a handful of formulas that can get fresh window dressing and sent back out to the masses to reliably bring in the cash. The anime industry has just done the same, and they've hit upon the formulas that keep things churning. Do I like these formulas? Not so much, no, and I'd love to see more variety and more sophisticated storytelling as much as the next guy.

All you can do is vote with your money; most Western anime fans aren't buying physical media anymore, one of the cornerstones of RoI for the anime industry, so they essentially have no vote; we get what the Japanese fan likes, and for a while, Japanese fans spend the most money on Gundam, DBZ, Love Hina, and Azumanga Daioh clones.

Did you know Shinkai actually studied under Miyazaki at one point? I like to think it has something to do with his incredible talent. Studying under a skilled storyteller like Miyazaki must've helped immensely in improving Shinkai's latent ability.
They're similar in some ways, but you can't really compare them. MIyazaki has a different focus when writng/directing than Shinkai does, and they both produce incredible, albeit different, masterpieces.
