The whole point here is that africans were given all the technology required by their colonial overlords to make them profitable, they were given modern weapons, but their social advancement remains roughly at the level of thinking of primitive kingdoms or even tribes. It took europeans centuries to create some stable rules for international relations and internal policies, and africans didn't inherit them together with the tech.
