Naruto is a shit character overall. Probably better than ichigo who can be bland sometime but ichigo is more badass. Luffy is even more shitty than naruto and natsu's plotshield makes him even worse than sakura and hinata.
Naruto went mostly to shit when he lost his will of fire and kept stalking Sasuke.

There is a reason Sasuke is the more popular character in the Naruto series

Character development is a fancy way of saying character inconsistency.
I don't know why people think character inconsistency is good. Just look at American films and their characters are consistent because of good writing. In return they sell more than shitty written mangos/anime.
