You don't have to see it, but it needs to be better-integrated than just "there are these things that exist and Himegami has a power related to them and now that's not relevant ever again." It just feels like a disconnected side of the world to me - stuff can exist in the background, but in most cases I'm going to want some sense of it actually fitting in, whereas a lot of the Raildex world just seems all over the place with everything from ninjas to vampires to alien bacteria popping in for minor appearances that just feel detached from the rest of the world and don't really seem to fit in or follow an apparent "logic" in worldcrafting, if that makes sense.

It adds so much to the story and it clearly shows the frustration and desperation that Biribiri was going through, and it is easy to understand why she falls for Touma.

The first half of Railgun S is part of the railgun manga as opposed to anime original. Index because it is adapting a novel means that pacing can be a problem if they have too many or too few episodes for each volume.

Well, the other factors are that Railgun S was during peak popularity for the series so it was managed with higher priority. Seeing the Accelerator fight and comparing Index S1 to Railgun S is a massive difference. If they handled Battle Royale and the other arcs with that sort of attention Index S3 will be absolutely wonderful. Even before I always thought they handled a few specific scenes really well.

Popularity doesn't have much to do with the difference in quality. I think Nagai might be a better director(ignoring anime original arcs) also having a manga finished and providing a starting point for direction probably helps. The 5 year difference between Index 1 and Railgun S meant that some of the digital techniques were handled better as the tech was better. I would normally say that the animators and staff of the studio had gotten a lot better over those years too but I think I had heard at one point that people had left before Railgun S was made. I would expect the quality of an Index III to be about the same level as Railgun S but it could be a little better compared to Heavy Object.
