I feel like most people don't understand that there is often a distinction between "favorite" and "best".
The best villain argument is usually between either Pucci or Valentine; Kira is everyone's favorite (especially the normies) but we've had arguments as to why he's not really the best.
DIO is my favorite villain by a mile and I wouldn't call him the best either.
I like valentine but I don't think he's quite as good, I think it's because he's a pretty overdone character - muh greater good despite being an asshole. Plus I love d4cs ability but I hate those stupid pink panties.

Pucci thought he was doing the right thing and wasn't self righteous about it, even showing respect for the joestars and his whole argument that keeping weather in prison was the only way he could live. Kira is a cunt but doesn't care, acts in total self interest so he feels like a dick.

Kira is the best for the same reason he'w eveyone's favourite. He carries much of DiU by being more a more interesting, entertaining and flawed character. Valentine is just a standard megalomaniac but with added patriotism, and Pucci is only really interesting in so far as what a constant threat he is. Next to them, Kira is a whole different type of villain, whereas Boipucci and the pres feel more loke villains of the week or standard shouen bosses but seen for longer. What is interesting about Pucci? He likes prime numbers? He believes in DIO's philosophy?
I found Pucci to be the most interesting because he seems to be the most flawed and juxtaposed villain in the series. His faith in DIO and the whole idea of heaven just seemed like a coping mechanism for his guilt after Perla's death. There's just so much about him being a contradictory character that really make him interesting, like how he keeps a priestly demeanour even though he's much, much more cruel in reality. Hell, even his Stand juxtaposes him and isn't even fully under Pucci's control.

Sure, Kira is a very humane, flawed character but Pucci is simply more interesting than him, Kira really doesn't have any character other than "quiet life, hands, I must live quietly while murdering woman". The events that led Pucci to make his plans are more interesting and his presence during the part is also very threatening, he gets shit done, like Diavolo, while Kira hides for a good portion of the part until another one bites the dust. If we didn't have the chapters with Kira and his new family he would be undeniably the worst villain.

Yeah. He's a subversion of your standard shouen villain. He's the underdog not the heroes, he only manages to overcome them briefly due to 'maturing' in his own character arc. He doesn't seek out conflict but hides from it. Instead of his chapters being about a big mob style boss sending out subordinates or hunting to foil he heroes, we get a serial killer trying to live a normal life enbidded in the household of a man he murdered and stole his face.

Pucci only really gets interesting towards the end, I'd say around heavy weather. Before that he's just in the background. Kira was interesting from the second he showed up, which is why I think he just managed to beat him.

If having a plan makes you a shonen villain then Kira is one too. The interesting things about Pucci are his backstory and his overwhelming presence throughout the part, which make him stand out.

I'm that anon, like I said I prefer Part 6 to Part 4. And even if I didn't, that isn't a bias that'd just be a preference. I was saying what I liked about Kira because I was explaining why he's my favourite - precisely what I like about him is how different he is from your normal main villain. Pucci doesn't break that mould at all, so in the way that I like Kira, Pucci does nothing for me.
I'd actually rank Diavolo above Pucci and Valentine probably now, if we were being awful ranking fags. The new translations have really shown better how Diavolo and Dop are the same person, and that's pretty rad.

I agree the juxtaposition between his priestliness and the fact Pucci is a complete and utter cunt is the best thing about him, and he has other qualities like that. Like other said I don't think we get to see his best qualities until much later on though and his quirks don't' capture my imagination in the way Kira does. From Part 4 onwards, Araki made a big thing out of defining villains around their weaknesses, but he never went quite as far as with Kira I think; he nailed it first time.
Whenever Doppio gets mad, he slowly morphs into Diavolo. There isn't a definite line separating the two. Even Doppio's childishness is still there in Diavolo, just manifesting differently.
I like mostly everything but in particular his interactions with Jonathan and his personality.
I don't really dislike this but I find it hard to take him seriously compared to his portrayals in later parts.
I like who he is in general and how his personality is built up throughout the arc. I generally like Kars and I think he's better than most give him credit for.
I dislike that his existence more or less revolves around a failed attempt to write a bigger badder Dio and that he got so little screentime his character didn't amount to anything too great.
I like that he builds upon Dio's characterization to make him a grander sort of villain, a more mysterious and threatening type. And his moments are extremely memorable.
I dislike that he dies so easily after so much build-up and that High DIO's moments were too short
I like him as a unique serial killer who's completely different than the villains who came before. And Killer Queen is a great Stand.
I dislike that it's just impossible to take him seriously no matter how many times the story tries to convince me that I should fear him or even feel sympathy for him.
I like him as this sort of Grim Reaper figure that is heavily tied into the bigger thematics of Part 5. I like Doppio, and King Crimson as well.
I hate that the finale was more about SCR than it was about him.

Pucci's juxtaposition and qualities are what I loved about him but honestly the biggest reason why I liked him was because he genuinely felt like a proper villain. He didn't stand and monologue all the time, he constantly went out of his way to get shit done and fuck the Joestars up, going so far as to almost pretty much accomplish his goal to boot. I don't think I've had a bigger feeling of dread than when I read SO blind and got to the part where Pucci got MiH and started to think that maybe Jolyne wasn't going to win this battle. That shit was amazing.
I do love Kira though a lot, he's my 2nd favourite villain for the reasons you listed before.

I think this post exemplifies why Pucci appeals to some people and Kira does to others.
Some people really seem to react well to villains who are a "threat", who get shit done, etc. It's the same mentality that gets upset when a minor hero doesn't get a chance to shine in the last big fight or whatever, it's a way of looking at manga like it's DBZ in my opinion. I guess some people like JoJo for the fights and the action, and other people for the characters more? One isn't necessarily better than the other. Personally I'm drawn by the bizarreness more than anything else, the little different ways Araki has of writing and drawing things that make JoJo so unique.
His relationship with Johnathan is really well done, especially for the time when most Manga villains were just cardboard cutouts to be beaten up.

If you look at every single design Araki has ever made, excluding the joke ugly ones like Ungalo if you assume the main villain has to be beautiful (which is fair enough), Diavolo is literally the single worst. All of the rest are better and all would've been preferable for Part 5's main villain with his personality.
Since we're actually discussing Gappy I'll give you a few.
I like him because he's the only JoJo besides Johnny (and Johnny had a much shorter one) with an extensive backstory that is gradually revealed to us through individual details that add things to his overall character.
I like that he's a complete oddball who's barely even human, a freak of nature trying to figure out who the fuck he is and what he's going to be.
I like that he has a lot of different interactions with different characters and that his interactions show different aspects of who he is.
I like that he has an extremely aesthetically pleasing design.
I like that his character is a combination of traits from Kira and Josefumi and that you pinpoint aspects of each in him.
I like him as an absolute fucking madman whose fights are extremely entertaining to watch since his powers are versatile and he's possibly the first Jojo since Jonathan to actually box his enemies without using his Stand too much.
I like him because he's a lone wolf type of character without any team to back him up and who actually chases his own adventures and goes after things himself.
I like him and Yasuho's dynamics.
I like both Kira and Josefumi and their dynamic and how it affects Gappy.

Agreed with everything, though I think another thing that makes him great is that he by far seems to be the most morally grey JoJo to the point where it's making him look like he'd be a potential villain. Every single takedown he's done on a villain has been brutal, and a lot of the time he doesn't seem to care about anyone else other than his own goal or Yasuho.

I think that the fights in JJL have been super weak so far. I don't feel like the characters are finding clever ways to use their powers, nor are the enemies they fight against. S&W is a strange stand that you never really see a consistent use for, so everything feels pulled out of nowhere (not that this didn't happen in other parts, when it does, it's just as bad). Anyway, this is just my view, I can accept others finding the fights good.
But JJL being so fight-focused and so serious really downplays his personality. I get that he's to be some sort of quirky genius, but it rarely shows. He's in "fight mode" so often that you don't really see his personality. Happened with Giorno as well, in my opinion. A good way to avoid it was to making more arcs that weren't regular fights. I loved part 4 because of stuff like Josuke's money-grubbing schemes and the restaurant. Very entertaining arcs that let the characters do something different for a change. The fact that Araki's facial expressions dulled also doesn't help.
To be fair stands in the SBRverse are less punchghosts and more tools now, and Johnny and Gyro both had ranged offensive abilities while Gappy has a stand that can physically attack but doesn't have much offensive ability, at least directly.
Diavolo's 'I'm completely done for' expression is even gorgeous, and the best out of all the villains so far

DIO: I like that he's unapologetically written as the worst scumbag on earth, and that's why he's so fun.
Part 6's inclusion of DIO feels like a cheap attempt to link him to Pucci, and the characterization is contradictory.

Dio: Great dynamic with Jonathan & takes his 'evil' nature in stride, but at the same time is generic in the 'I'm just evil' way.
Kars: He seemed to be honorable like his comrades at first but then just does anything to get his way which I liked. It was an unexpected turn of events after you see how his comrades behave. Big wasted potential of a villain though, needed more screen time.
DIO: I love his design, and even more grandiose, imposing & crazier than his PB counterpart. His death is horrible though.
Kira: I like him as a character & he's a great villain in terms of the simple quiet town setting. However, the times you actually see him, you don't see him commit villainy as much; you actually see him fail alot as he loses pieces of his quiet life from his identity to getting the shit beat out of him & his soul torn apart. In a way, all other villains seem to accomplish alot more than he did (you don't see him kill alot & his 48 murders serve as a background fact only).
Diavolo: He's an actual threat & carries it out every time he shows up in the manga (kills 3 of the main characters). The new translation makes him more imposing too & I'm growing to like his design or at least his hair/punk look. Though, he's sorta 'just there' & I'm disappointed he didn't have a more involved final battle with Giorno (KC vs GE) like Josuke vs Kira.
Pucci: I like his backstory alot, tragic man who could've been good & meant well for everyone (as his calling as a priest) but his denial of his mistake with Pearla & Weather takes him off the deep end and makes him a very evil villain who actually carries out his threats & almost succeeded. Whitesnake is OP as fuck though w/ plot armor (long range stand? that skewered FF & Annsui, can take multiple powers, that one part of him surviving against Annsui in C-Moon fight, etc)
Valentine: His backstory that plays up to his 'virtuous & patriotic' persona & how he uses it to cover up his acts. Not present much til halfway
