I think that's a bit too much of an understatement as to Tay's abilities. She was by no means a fully functioning indvidual intelligence, but her behavior was learned expressions that she expressed based on context.

The fact Tay developed in such a way is equal to the story of Watson learning to swear; they are unexpected mental developments, which are a hallmark of perhaps the most limited, but functional, tenants of intelligence.

I don't see real AI as doable during our lifetimes. Computers work with discrete values and follow strict laws and frameworks. The brain kind of works on opposite principles. Also we can't fully define consciousness or the self, which are needed to copy them.
One workaround would simply be to grow an actual brain from a cell culture and teach it to perform tasks.
