People who do this have literal down syndrome. There is no reason at all to down scale raws past 3000px. The only reason people used to release things in a small resolution was because all they had are bad magazine raws, so down scaling means you don't see how lazy of a job they did at cleaning.
There is also no draw back at all to releasing things in a larger format. a 3000px page getting down scaled to fit a small monitor or online reader does nothing to effect the quality. However, a 1500px page being stretched to fit on a large monitor looks awful. And file size is never an issue either, because you can save in a restricted color depth.

As for how you did cleaning, you missed a lot of dust, and the blacks are too strong.

Don't use filters. They are completely unnecessary on competently scanned materials. Simply level and then resize using bicubic smoother.

Do not worry about getting all blacks completely black, just the majority. It's bad to start burning areas of the image because it distorts it. The parts that aren't completely black are just variations in the printing or because the original print didn't use true black in the first place. You should avoid burning in 90% of cases.

Actually, 1600 is so common because most people use a 1920x1080 screen. If we assume that from the 1080 pixels 80 are dedicated to the browser's tab space and whatever else it might have, that leaves us with 1000 pixels where we can view out page. That means we will be able to see

1000/1600 = 62.5 %

62.5% of our page. You also need to remember that the golden ratio is around 62%. That means we get very close to our golden ratio with a vertical resolution of 1600 pixels for our raws and scanlated pages. And that's why you have vertical resolutions of 1600 pixels. Anything more and you'd view a smaller part of the page. Anything less and you'd lose quality and view more part of the page, but it would be useless since you can only focus on so much content at a time.

The problem with overly large resolutions is that at some point you're essentially seeing the page as if you were looking at it with a magnifying glass.
I guess when digital resolutions make 1080p look like 480p does today, then we might want massive scans for releases. But even then, the original mangaka's work is scanned and printed at 600dpi so there's going to be a hard limit.

Being an editor is by far the most terrible task in the whole scanlation scene, and it's even worse if you are both a redrawer and the typesetter, even if you take into account the months/years that took to a translator to learn japanese.

In my experience working professionally as a letterer, Japanese companies generally don't care if you've done scanlation or have some pointless art degree and only want results, but western companies are douchebags who only want art degree students who have never actually worked on manga before. Which is why all their shit sucks.
