There is no obsession. The whole reason these shots were invented was to give context in form of the time of day, weather and audio (cicada noises etc.) and to cut away from another scene as a kind of breather.
The reason power lines and such are used is because you don't have to think about them. They are such ordinary and self explanatory objects that you don't question their existence. I'm not just making this up, for example sometimes you get similar filler shots like this where somethings actually going on, like 2 bugs fighting or whatever, but after seeing that you will actually think about the bugs or why they're finding which destroys the purpose of these shots; which is a breather.

They think "We will just set this scene in a classroom at twilight. Ring up the Korean painters and tell them to paint a scene like in this other anime and it will be fine"

It's like scenery descriptions in literature, particularly in opening paragraphs. Lots of critics hate them and complain about their lack of originality while others judge them by their own merit. Why? Because it's just part of the 'meta' or something. Some books are judged solely for them. I, for one, like them quite a bit and when reading, I pay close attention to those details because they tell me of an author's tastes and just how good his craft is at evoking feelings and pictures using only words printed on a piece of white paper.
I'm not saying anime in general is usually original or innovative. There are other elements to judge this, and Ozu shots are certainly not something I'd complain about.

I like where you're going with this. There is a saying that got thrown around by one of my design profs all the time. "A soft execution of sharp idea is worse than a sharp execution of a soft idea." I think this can be applied to these ambient images used in anime. There are subtleties to how well these ambient imageries are used for their particular shows. Some are excellent, some are forgettable. But they are simply ambience. I think OP might be looking for more, when there might not be more to be had. Ambient imagery only goes so far, it's visual language that most artists can speak. Sometimes, it's not the point of the show that is being made to create new words. Some will certainly try though.

Because they reflect light in specific ways (especially jars) and are part of still lifes, which are not supposed to have moving objects in their set up. They're essential for learning about the placement of shadows or changing of color in certain circumstances.
The photography class I'm in has a couple rules for pictures and power lines aren't allowed because they're too cliche.
