I don't see an issue, it's good to have competition and Amazon wants to have a streaming service just for anime.

99% sure this is done by Amazon Japan - the same way they did a special, "mature" Kamen Rider series.

It has nothing to do with foreigners and wouldn't surprise me if it wasn't even released with English subtitles.
