What's badly written about him? He's a mafia boss with split personalities and a paranoia on his identity being found out.
He spends most of the time destroying his past and predicting the future to avoid any possible mistake he could make, and takes immediate action when Buccellati's group threatens to replace him.
He's less memorable, sure - but he has all the reasons to do what he does in Part 5.
