People like to go about recommending the manga as it's an expanded version of the story and it's underappreciated relative to the film, which is a noted classic. Because the cities of Hong Kong and Tokyo were inspirations on the cyberpunk genre. Cowboy Bebop is no where near cyberpunk, it's a space western. Psyco-pass is kind of borderline, since all and all it's more optimistic than most cyberpunk and doesn't have the same emphasis on "low life". I think the correct term for it is "post-cyberpunk"
