Well all except for 1 founder of Madhouse ( the name is actually a combination of their names ) left the studio and a ton of the staff followed them. So you can't deny that staff wise the studio is only a shadow of its former self.

The quality of their shows aside many of them actually happen due to some old staff returning on a freelance basis or someone completely taking over the production with the people he brings with him aka Natsume Shingo. That's what happened in OPM and that's most likely what happened in ACCA as well.

The direction was also not that great. Most anime have either boring to awful shot composition, but this was on the lower end, with every shot looking terribly empty.

Every shot seems very empty, which might be an stylistic choice, but just doesn't pay off for me.

I'm not one to bash a series just because it's plot is slow, but this one is just boring all around.

Money doesn't one hundred percent affect it but helps a lot. Okada did what they did in 12 episodes and better and there are 12 episode series, orginals, that don't suffer from budget or writing problems. There was still a lot of potential in the series and story that seems to have went to waste by rushing it. There's going to be a season two any way and will have enough episodes to correct the problems of season 1.
Have you seen the amount of series they made last year and the QUALITY of these series? Days was a mess. Why someone would make a sports anime and not put a lot of effort into the soccer scenes is beyond me. They weren't giving an original anime a big budget with other series needing money as well and people expecting Bahamut S2 to be as high quality as S1.
