There is a page at the end where Killy and Sanakan fight the Exterminator. At one point Exterminator puts Killy in some sort of stasis box.
In reprints they've shopped the box out, so Killy just stands there without shooting.
Admittedly, the box looked like shit, but still. Altering the original work should be a big no-no.

This box around Killy is just not there in the reprint, with no explanation given and absolutely no attempt at redrawing it present.
While I can only present this in theory, I feel it's fair to say that they just *lost* the original digital copy of the pages, and dug out the physical manuscripts that didn't have the box digitally added and just used those instead. And nobody attempted to fix it or bring it up anywhere or anything of the sort. Even though the box plays a point in the plot. Because fuck you.

If you pay attention, you notice that more than half of that specific page has been redrawn. The only things that distinctively remain are the Exterminator's head, the innermost ring above its head, and Killy's body - and the shading on that last one is new, too.

Kinda. Depends on how you define mutated/augmented. There's different populations of 'humans' all over The City, so some have biologically evolved, others have technologically evolved, others look relatively the same. The electro-fishers specifically look pretty close to normal humans. Ultimately though, they are almost all still bipedal humanoids.
