There's no statement in-universe that says boys can't become magical girls, it's just that the Incubators target teenage girls. If you knew about an Incubator's presence you could potentially form a contract by wishing to become a girl. Whether or not Kyubey would grant it is the question. Incubators is seen by those with magi al potential. Even though he wanted Madoka, Sayaka was able to see him yet Hitomi couldn't. It is true that he didn't say males can't see him, but in a school with 4 magical girls it must be extremely rare since no male has seen the incubator. When Madoka made her magical girl heaven, she made no mention of even 1 guy.
