How is the TV series meant to relate chronologically to the OVAs?
The PVs initially make it seem like it's when she arrives at the school so that would suggest it's a prequel but then it shows some of the characters from the The Enchanted Parade and Shiny Arc so I got no idea.

My guess is that they're probably going to do a full-scale retcon.
They'll start right from enrollment, introduce the shiny parade characters (as well as some new ones for the hell of it) and then reuse the content of the first two OVAs as the main plot while mixing in some episodic witch adventures to draw out the length.

Expect to see animation and entire scenes from the OVAs shamelessly reused without even so much as a touch-up.
