The delivery is what defines horror and comedy. Allow me to illustrate.

In the manga, not only do we not have many reasons to take Angelo seriously because he's presented as just a disgusting joke, but the way the scene is portrayed is too sudden for it to be scary. At one moment, the dog's owner is staring, and then we instantly see Angelo biting off the dog's snout. It's too quick for the moment to truly settle in, it becomes more likely to be funny.

In the anime, the scene not only has a much better build-up, that is, the visuals of Angelo's backstory narrated by Jotaro, but it's also accompanied by the god-tier theme for the character. We see Angelo fiercely grip the struggling dog, we see him actually bite the thing, we see the dog's scared reaction, we hear his panicked whelps, and Angelo's grunts, and THEN we get to the actual part of Angelo tearing off the dog's snout. It prolongs the scene and adds more tension to it. It works much better at actually being shocking.

Perhaps an improvement over Josuke's ability to "fix" things by allowing him to completely restructure anyone's mind and soul, including their Stand. He could improve someone's spirit or their Stand. He could actually bring people back from the dead by bringing their souls back and fixing their bodies, and defeat enemies by "fixing" their souls the wrong way, turning them into vegetables incapable of using their Stand ability.

Or something like it, I don't know. I just know that Requiems need to be related to controlling spirits and are related to the user's needs.

The Green Baby is some vampiric creation of DIO and the 14 words are just bullshit.
The real key to achieving Heaven was faith. The rest is just placebo. That's why DIO picked Pucci, a religious man as his disciple. C-Moon and MiH are just products of Pucci honestly believing he was actually doing some magic shit and consequentially his stand evolved.
