Even if Valentine's goal is for the sake of America, he's still evil. We see how he is in and he's a cruel, inconsiderate person. His goal may benefit America (at the expense of everyone else), but he doesn't care about people. All he cares about achieving his aims and will do anything for its sake. That's what makes him a villain. And the fact he thinks he's a good guy shows how insane he is.

The worse you can say of Johnny is that he's selfish. But he's not a bad person and his selfishness is far less harmful than Valentine's 'selflessness'.
