The problem is that Papika was never a proper character per se. She was a plot device whose primary purpose was to bring Cocona out of her shell. Now obviously the show is going for a dramatic moment towards the ending where her feelings are revealed but that doesn't change the fact that with the whole Papikana being a thing, she is literally someone we don't know for 3/4rd of the show and then basically introducing a new character by revealing her past. The writing was absolute top notch in FliFla, but I think they dropped the ball with Papika. Since Yayaka's arc is done, we had more time to her and now we can bask in her glory. With Papika, everything is still hanging in the air.

No it any direct way but it is often a worrying sign of a struggling production. In most circumstances one animation director would be preferable for each episode in order to keep a consistent look across that episode unless another is needed for specific things. However I am not sure I am too worried about this episode because they are using all those settings again and different monsters again. So maybe they are dividing the work by segment rather than expecting one guy to work through all of it.
