The only other origin that would work would be going straight to the divine side - amnesiac god, god reincarnation, or son of a god sent away for some reason. Alternatively, replace "god" with "legendary monkey man clan" or something like that, which would be basically Saiyans anyway, just living on Earth.

Him being a random mutant wouldn't be Dragonball-like at all and he was clearly not just an ordinary human consider his bullet proof skin.

Actually, they weren't. This was a comedic scene -the first time Launch showed her alternate personality.

Everyone got shot due to her sudden change, but note how only Kuririn and Roshi are bleeding, while Goku only has scratches.

If they were in fighting mode they could probably tank it (That guy who lives near Karin's tower does it), but Goku doesn't need that at all.
