I really liked when they were experimenting with the versions of SSJ in Cell arc a lot. Vegeta's ascended form, Trunks ultra buff, Goku's full power version... all pretty cool stuff. SSJ2 was also a great reveal.

That part of Cell saga was how you do powerups and new forms correctly. Wayyyy better than how they handled Buu saga powerups... bullshit fusions and SSJ3 looked dumb.

You make it sound like it's somehow weaker than the rest of the SSJ levels when it's literally the Mastery of Super Saiyan. They're not maintaining at a "low state", they're maintaining Super Saiyan, the almighty Saiyan transformation, to begin with. Full Power Super Saiyan is the best form because it's the only instance in the series where characters actually practiced complete discipline and mastery of a single SSJ form not unlike a kung fu student mastering his fist in a martial arts movie. It looked great too, no excess of ape muscle or stupid Fur Affinity shit, no obnoxious aura to maintain it the form, just a simple transformative state over some John Doe clothing.

Full Power Super Saiyan is the GOAT of all Super Saiyan transformations, we'll never get something as developed and clean-looking as it again.

The numbers are only that high because Vegeta had to go and claim the saibamen were as powerful as Raditz.

Omit that and the humans being stronger than Saibamen but much weaker than Nappa works perfectly fine with Kami-training Goku type numbers.

None of them needed to become literally stronger than Raditz, even Piccolo is there just to be crushed by the real threats.

If you go through the show and go by what happens instead of the bullshit characters say, then the power level escalation isn't that extreme.

Humans never quite reach Saiyan levels, and then are completely obsolete relative to Super Saiyan (Piccolo just about makes that jump through fusions).

SS Goku shit all over Frieza. Robo Frieza then gets demolished by a weaker-than-Goku Trunks, who can maybe match one Cyborg (who always fight together).

Everyone gets weaker over the Cell-Buu timeskip because that's what happens when you stop being challenged/training so hard. Buu was a monster due to abilities as much as raw strength.

Ergo 17 & 18 are still competitive please don't fuck this up Toriyama.
