Shirley is pretty clearly written to be the girl who would have been Lelouch's ideal mate if he had remained an ordinary student instead of becoming Zero- she's fairly ordinary but also frequently manages to see through Lelouch's "I'm too cool to give a fuck about anything" mask, and isn't intimidated by him to the point where she frequently calls him out on his shit.

Which is, of course, why she's the one person among the Ashford crew who suffers the most from what he does- everything terrible that happens to her happens because of him being Zero. Shirley is, essentially, a physical manifestation of Lelouch's life as a normal person rather than royalty or a rebel leader, and his hopes of ever returning to said life, most plainly shown by the fact that her death is the point where Lelouch says "fuck it" and gives up on attempting to maintain his life in Ashford.

I kinda feel like the fact that Lelouch would never want to defile her grave is one reason it would happen. If he saw or briefly encountered a revived Shirley that could convincingly be her and he was so convinced it could not be, it's possible he'd dig up her grave, all the while feeling horrible about it, just to know once and for all, especially if the idea entered his his head that he may screwed something up with his Geass. This is a show that forced him to do a lot of bad things he didn't really want to do. It'd also make the perfect shot before the commercial break or final credits of an episode.

I don't really remember any scene of her calling her on his shit but in the end it was most likely about just mundane stutent council business or something right? The point is that she interaction with him was through a mask that he put up during his time at school. She never managed to reprimand the real Lelouch, like Kallen did when he was about to use refrain or Suzaku did in the shrine and all.
