How? There was a reason Ymir split into 9, the titan powers are more useful when spread among multiple people.
Also I don't think any shifters aside from the co-ordinate can absorb multiple titan powers, unless the person they're eating is the co-ordinate.

The Original King took his people and sealed them inside a wall, it stands to reason that he didn't want any of the eldians to have access to shifter powers as they would use them against the marleyans, so he gave them all away, built a failsafe in case the marlyans tried anything, and made it so no future holders of the co-ordinate could be aggressors so long as they were of his line.
