I think a big part of it is so it wasent so primarily focused to having 2 main characters in the spotlight but in fact 2 families allowing a more larger range of characters to be brought up. They would need to create another side character for vageta and it wouldent seem as important then bluma x goku, thus mixing the 2 allows more features for side and main characters and less focused.

Vegeta was at that time also still somewhat evil and a no nonsense killer. Who constantly talked about being a prince. He also won the duel of "space hotties" between himself and Zarbon.
