Real Answer? Because the actual judgement calls in any kind of studio - anime, movies, games, whatever - are made by businessmen who couldn't give a half ounce of shit less about telling a story and just prefer to stick to a play-it-safe by-the-numbers soulless money grubbing. In any given movie, the first major plot crisis (family getting kidnapped, discovering the magic McGuffin, e.t.c.) usually happens around minute 27. In an RPG, the hero's main love interest in usually the fifth person you speak to. Writers these days aren't so much 'writing' as they are 'filling in blanks'. And that's not because they don't know how to do anything else - it's because their bosses don't allow them to do anything else.

The sad truth is that the actual writers/artists have essentially no decision-making power in what's supposed to be their own work.
